The first "Governor's Bullying Prevention Summit" is coming up Tuesday in Des Moines.
Nearly 1,200 people will be at the sold out summit.
One of the key note speakers will be Sioux City Superintendent Dr. Paul Gausman.
"We really have taken a stance here that we've got to do all we can to prevent it from occurring," said Sioux City Superintendent Dr. Paul Gausman, speaking on bullying Monday.
The big break in the school's fight against bullying really started with a film crew.
The school district let a crew filming the documentary "Bully" into the district to follow around a bullied student for a year.
When the movie came out earlier in 2012 it showed both the good and bad of the school district's fight against bullying.
"Our participation has been labeled probably both foolish and courageous," said Dr. Gausman. "Our goal to participate was to heighten awareness and to discuss this topic, we certainly know that students, if they don't feel safe and secure, then they cannot learn."
Now the district has several programs to not just stop bullying, but prevent it, like special training for students back in September.
Older students learned to become mentors to younger classmates, trying to stop bullying before it begins.
"We recognize that somewhere around the neighborhood of 25% of incidents get reported, so we have to try to do more to discover incidents at the lowest level possible," said Dr. Gausman.
Dr. Gausman's speech will cover the fact that it takes an entire community to stop bullying.
